NEMA has also said that in future AusAlert will send automated voice messages to landline phones in a targeted area — which matters for premises where a fixed line is still the primary contact point.

Why Cell Broadcast Beats an SMS Blast

The distinction between cell broadcast and SMS sounds technical and is actually the whole point.

An SMS-based alert system has to know who to send to. It builds a list of numbers associated with an area and then sends individual messages to each one, through the same infrastructure that carries ordinary texts. In a real emergency, when everybody in the affected area is calling family and posting online, that infrastructure is exactly what is congested — so the messages queue, and some arrive after the danger has passed.
