Why This Was Refused Before

Nothing, yet — and that is fine. Direct-to-mobile satellite is a safety and coordination tool: a worker in a paddock can confirm they are alright, a driver can report a delay, a crew can be redirected. That is valuable and it is not what your business number does. Treat it as a category of its own, sitting alongside the phone system rather than inside it, and do not let it substitute for the reachability work below.
